Bell-to-Bell Smart Device Ban

    Dear CiTi BOCES Families and Staff,

    This school year, New York State introduced a new law that requires a bell-to-bell ban on student smart devices. Students may not use smartphones, earbuds/AirPods, smartwatches or other internet-connected personal devices during the school day.

    Exceptions remain in place for:
    • Medical needs
    • IEP/504 accommodations
    • Instructional use with staff permission

    The Governor’s Office is now asking schools to provide feedback on how this new policy is working. To make sure our response includes the perspectives of our families, students and staff, we are asking you to complete a short CiTi BOCES survey.

    Your input will help us understand how the distraction-free policy is affecting classroom learning, social interactions and overall school climate. This local survey is for CiTi BOCES use only and will help guide our administrative response to the state.

    Dear Families and Staff Members,

    New State Law Regarding Smart Device Use in Schools

    New York State Governor Kathy Hochul and elected officials recently passed a new law requiring all schools statewide to prohibit the use of smartphones and other smart devices during the school day. This ban extends from the start of the school day until dismissal.

    This means students will no longer be permitted to use their:

    • Smartphones
    • AirPods/earbuds
    • Smartwatches
    • Other personal devices that can access the internet

    There are important exceptions to this new rule:

    • Medical Reasons: Students who require these devices for documented medical reasons are exempt for medical purposes.
    • IEP/504 Plans: Devices specified as part of a student's Individualized Education Program (IEP) or 504 accommodation plan are also permitted.
    • Instructional Purposes: Staff members can authorize students to use personal smart devices exclusively for instructional activities.

    The primary goal of this new law is to reduce distractions and foster a more focused and productive learning environment for all students.
